About IMO 2028 GFI Standards

The International Maritime Organization (IMO) has established Goal-based measure for Fuel-oil Intensity (GFI) standards as part of its strategy to reduce greenhouse gas emissions from international shipping. The 2028 requirements represent an important milestone in the decarbonization roadmap.

Key Components of Fuel-Based GFI Calculation

  • Total fuel consumption by fuel type (measured in tonnes)
  • Lower Heating Value (LHV) of each fuel (MJ/t)
  • GFI value for each fuel type (gCO₂/MJ)
  • Reference GFI value for compliance comparison
  • Financial implications of surplus or deficit

Understanding ZNZ Rewards

Zero or near-zero (ZNZ) shall encompass applicable technologies, fuels, and energy sources, assessed on a Well-to-Wake (WtW) basis. The GHG Fuel Intensity (GFI) threshold for qualifying ZNZ options shall not exceed:
  • 19 gCO₂eq/MJ for the initial phase ending 31 December 2034
  • 14 gCO₂eq/MJ starting from 1 January 2035
Vessels utilizing ZNZs may be eligible for incentives from the IMO Net-Zero Fund. The reward mechanism and the methodology for its calculation shall be established by the Committee no later than 1 March 2027 and reviewed at five-year intervals thereafter.
